Yes, when viewed live with NextPVR, but not when viewed live using HDHomeRun View.

I've just taken a look at the file. It's definitely the broadcasters fault. They've got a 4:3 broadcast marked as 16:9.
The other players I tried, VLC and Windows Media Player, both played it the same way as NextPVR. ie, stretched to 16:9. Pretty much your only options are contact your broadcaster and ask them to correct it, or manually switch to the 'pillar box' aspect ratio mode while watching this channel.

After contacting the broadcaster, the aspect ratio issue appears to be resolved.
