Thank all for your analysis.

I hope you don't mind if I throw another monkey wrench into the analysis

I have a dual boot machine via bios.

The screen shot of AC3 output is from the Windows Media Center running under windows 7 using RCA cables to from the set top box to the HDPVR usb2 to the PC.
This proves to me that the hardware encoder works with analog input.

The NextPVR uses the same same physical hookup under windows 10 and should in my opinion, likewise be ale to encode encode AC3 with the appropriate tweake.

In the mean time I purchased an optical cable and will try SPDIF and post my results here.

Are either of your RCA audio inputs working? ie, have you tried both front and back?

If you do a recording, then play it with an external player like VLC, do you hear audio?

Thanks for the tip.

I analyzed 2 recordings with "Video Redo". One had perfectly valid AC3 2.0 channel track with RCA and the other AC3 5.1 track with SPDIF.
I can even play them with Microsoft Media player.

It is a little embarrassing that I missed the obvious -- an incompatible codec.

Switched the NextPVR AC3 decoder from LAV to ffdshow and the sound is perfect.

Thanks to everyone for your input.

Great - although it is odd that LAV didn't work for you. Up until now it's always worked well for every audio codec for users that had tried it with.

indeed, that's why I didn't give the common response "try a different decoder" since lots of people use LAV for audio, and I don't ever recall hearing that it didn't work... for video that would've been my first answer, but not for audio.

He has probably fiddled with the lav decoder setting also or has some other filter inline with it

I am embarrassed for not knowing my HDPVR would do 2 channel AC3 over analog or I would have spotted this from the beginning. I see where you can change the options now in TME not sure it is possilbe with NextPVR.
