I shut down the Windows Firewall as well as Windows Defender with no luck. I have no idea how to troubleshoot the https:// requests, any ideas??

You don't have any parental control software on your machine that could be interfering with Internet connections?
Bottom line, either something is broken with your .NET setup (or maybe other Windows component), leaving your system with non-functional https support in .NET apps, or you've got some firewall/antivirus/parental-control type software killing the network access.
