4.0.4 WEB Modern Settings elements nonfunctional

The pre-padding, post-padding spinners and Default Channel Group list elements are nonfunctional. The Channel Group element in TV Guide does work.
Putting Chrome in development mode (F12) shows the following:

Additional exploration of the Console log resulted in finding an additional error involving Booststrap and jQuery. See screen capture.

I am not seeing these errors appear in Chrome or Edge....

Have you forced a cache flush?

In Chrome I flushed the cache 'until the end of time". still have the same problem.

I tried Edge, also flushed the cache, did the F12 thing to put Edge in developer mode and got the same error message(see attached file).

I have also reran the installer 4.0.4(170731) with no change. Note: looking at 'Details', it would appear that nothing was updated/changed. Everything got skipped.

I took a client(old laptop) and turned it into a server. Web Modern worked fine.

Stop your service.....delete everything under the web directory....re-run the installer and see if that fixes the issue then re-start service.

I followed the above instructions. I also cleared the Chrome cache. When I ran http://localhost:8866/modern/index.html I got a Server Error(see attached image).

I then closed Chrome and performed a System Restart. I then tried the url and got the same Server Error as the first time.

At this point I clicked on the 'Reload this page' button and the Modern/index.html page appeared. Went to the Settings page and all sliders and list boxes were functional. Went to live TV and the Settings button is now functional.

Sub pushed out an update to the 0731 installer in August, you may also need to download it again if you delete the web folder.

My 170731 installer was downloaded on 08/03/2017. Is that the latest or has sub pushed out something after that date?
