No Errors, but no data delivered...

I have seven tuners (all silicondust) , four of which can record off air and three that record off Comcast cable and yet every week I get this error on a channel that all seven tuners can capture. Does NPVR try a different tuner when it gets a failed lock or does it just give up when the first try fails?

I'm not sure what you mean by "it gets a failed lock". The "No errors, but no data delivered" message doesn't mean that it was unable to select/lock an SD tuner. If it tried to allocate/lock an HDHR tuner and it failed, then it would try another tuner. (At least that has been my experience with cable card HDHR primes.) That error message indicates that it did lock a tuner and tell the tuner to select a channel and send the stream to port. However, the recording service didn't receive any data on that port.

Now, I will say that there is some bug with NextPVR and the HDHR Primes where I occasionally get this error. I've looked into it a couple of times and found that it seems to be somehow related to X-NEWA and a locked port. It seems that NextPVR picks a port to tell the HDHR to stream to but the port isn't always available (or is "hung"). When it happens, I've checked the HDHR and it is tuned and streaming onto the network. I've also found that whenever it happens, if I simply exit the X-NEWA client (in Kodi on an RPi), then the recording service will immediately begin receiving the stream from the HDHR and saving it to disk. As a sort of work-around, I've got a process to monitor recordings and when one isn't growing, it will pop-up a message on my computers letting me know. When i'm home and see it, I just go to the Kodi X-NEWA client, exit, and restart. Then the recording(s) take off just fine.

My experience is that NextPVR does not try another tuner on failure to receive data, but I don't have Cable Card. That message is at the end of the recording.

I don't have any Kodi or NEWA clients but I do have a PC and a FireTV that run the SiliconDust HD app. Can NPVR 'recover' from its desired tuner being busy?
