I installed the non UWP version and copied over 17.6 data per the Kodi forum. All is good now, including a working NextPVR! I have a feeling some of this has to do with the drive access limitations UWP enforces.

So how exactly did you resolve your issue? Im on Windows 10 with Kodi 18.5, nextpvr 4.2.5, and am seeing similar error messages ERROR: CCurlFile::Open failed with code 0 for http://127.0.0.1:8866/

Kodi did release a Windows store version fix for this quite a while ago shortly after the first issues where reported. I think they package the true version and distribute it via the Windows store. @brochild please upload your Kodi debug logs and we can have a look.
