After having to learn a lot of new methods and technology, I finally have a capture card streaming via a HTTP stream using VLC as a server. Unfortunately my attempts at running an RTP stream with a TS mux are still floundering. I've seen examples of M3U playlists using HTTP streams, but can NextPVR work with such inputs?

I'm going to out on a little bit of a limb here (for me anyway) and say yes.  In NPVR4 I am using a network based encoder that outputs via http to make my cable box available to NPVR.  I'm willing to bet that is still an option for NPVR5.  I think the question is whether you treat the http stream as an IPTV service (which is what you did in NPVR4) or as an Extra device (in another thread sub and Martin intimated that this was the preferred method for dealing with capture devices that worked over the network, as they aren't truly IPTV services).  I'm actually in process of getting that network based encoder to work in NPVR5, and now that I have a way to change channels that should work in NPVR5 I'm starting to investigate how to setup an Extra device myself.

If you create an m3u file, then you can import it using the IPTV device.

If you are still trying to use this device https://forums.nextpvr.com/showthread.php?tid=59499 you might be able to add it directly to NextPVR as a dshow extra
