Failed to start device: 0x80004002

I have a sony PlayTV usb tuner installed at windows 10 x64 inside proxmox virtualization server
Usb pass through

Mediaportal alone works fine.
Nextpvr together with mediaportal(both installed) works with some problems (error of the stream shown as pixelation)

Next pvr alone (without mediaportal installed) finds the double tuner but when I try to scan for channels it does not scan.
Scanning shows nothing (not even trying to go to the frequencies)

Attached is the error log
At some point it says:

Starting graph...
Failed to start device: 0x80004002

Any help?

Is the device in use in some other software? Does it work after a clean reboot?

There is nothing installed regarding tv tuner (only drivers and nextpvr). Clean install
Rebooting or unplugging usb tv tuner has no difference

In order for nextpvr to scan for channels I have to install mediaportal and stop mediaportal's tv server

Does it work in bare metal out of the VM?
