It is fullscreen, no frame.
EDIT: I just restarted it and it starts with a frame. It was in fullscreen when I had first written. Now, going back and forth, it doesn't matter, lack of mouse select accuracy is the same.

Given that is exactly the same error message as the OP I suspect you didn't copy the correct dll before copying or you reran the installer after doing it.

I did not rerun the installer.  I have attached images of what I currently have.

Ok this is odd too "System type 32-bit operating system, x64-based processor"

You might need to get the file from http://nextpvr.com/stable/win32/NPVR.zip

Maybe the installer did things because on the x64 and not the 32 bit OS you have

Okay, thanks. I'll give that a try.

I'm looking for an install program somewhere in the zip file and can't seem to find one.

Just get the libSkiaSharp.dll inside it and manually copy it to your client folder.

I did that and it would not work.  Here's an image of what I got. Is there a way to get a prior version?

Ok but that seems like it is a different error. What is your screen resolution?

No way to get the old version, and it is a bad idea anyway because of upcoming changes that need 5.2
