Can you explain the use case a little better? There are disadvantages to direct streaming.

the problem i seem to be having is a low upload speed coming from nextpvr. its only sending about 800kbps and then frequently dips to 400kbps. this is where i get the buffering. however during this time its using 3gb of 8gb alotted and about 3% of 4 cpus.

Sounds like you need to figure out why the transfer is so slow. Maybe your source needs transcoding and your VM can't keep up. We will need your logs.

What's your source? IPTV?

It's pretty common for pirate IPTV services to be oversubscribed, or served from distant locations without suitable CDNs, leading to these IPTV streams not being able to deliver the stream at the same rate as it's being produced. Unfortunately this is entirely out of NextPVR's control, and just purely down to IPTV connections that can't keep up (ie network between you and the server, and the capabilities of the server and data center).

i fixed it by enabling timeshift and adding changing buffer from 1 to 2 seconds. but to your point, i noticed the stream coming in was consistent but the stream going out would drop. but literally ram the same, cpu 3%. plenty of upstream available. but the timeshift fixed the issue, it works great. i just wish i could get catch-up to work. fine piece of software i really enjoy it. thanks for your efforts. if you have any pointers on how to make catch-up work, i wouldnt mind to poke around.

These posts without logs are largely a waste of time. Glad you found a workaround but I'd prefer a real solution. What you did shouldn't impact cpu in NextPVR
