Can't understand how to edit m3u playlist

If you have Kodi usability questions post on the Kodi forum. I don't know what you mean by the Kodi PC, but Kodi settings are by client not for all clients. Use NextPVR if you want group management for all clients. The wiki explains a bit https://github.com/sub3/NextPVR/wiki/Additional-Setup (the trash can for delete is self-explanatory)
