I believe the TV in the USA can't be used as a DVR per owners manuel.

I have read a little about the Dell PCs PCI ports are prioritized to only Dell componets is this true or false? maybe thats why the haugpage tuners weren't reconized as being in the PCI slots.
thanks

PCIe is an industry standard - if that was the case then Dell would be in breach of standards.

As for which slot to use (as mentioned in your previous posts) if a card can fit then it should work as regardless of 'x', i.e., x1 x4 x8 x16, the larger slots physically support compatibility with the shorter cards. The shortest (in terms of number pins) are x1.

One issue could be the PCIe 'gen' as mentioned by the Hauppauge guy's reply to your email. I assumes he meant Revision though on the whole the different Revs relate to maximum bus speed / data transfer rate and I have no idea if that could be a problem. Depending on motherboard, updating to latest BIOS might be worth looking at.

Cheers,
Brian

Without knowing exactly what motherboard you've got (or how old) a few thoughts come to mind.

Most modern motherboards have slots supporting a minimum of PCIe Gen 3 or Gen 4.  The latest high end boards support Gen 5.
Whilst they should, it's not guaranteed that they'll support PCIe cards built for PCIe Gen 1 or Gen 2.

Some modern lower-end motherboards disable certain PCIe slots (usually the smaller x1 or x4 slots) when particular SATA storage connections are populated. That detail is often buried in the motherboards user manual and not obvious from just looking at a motherboards specs.
