HP, Dell, Lenovo etc are generally good machines (especially in a work environment) but they do tend to run very manufacturer biased BIOS's.
The BIOS should detect it's a Gen 1 PCIe card and adjust accordingly but that doesn't seem to be happening in your case.
Given the age of the components, neither Dell nor Hauppage are going to be able to offer much help.
I fully appreciate the financial constraints of buying a modern PC but in some respects you are trying to fit a Cartwheel on a Ford Mustang :-)

I have a DELL OPTIPLEX 7010 SFF PC i5-3570 3.4Ghz 8GB RAM
When I purchased it 3 years ago I had a choice of windows7 or 10.
I wanted to use this PC for just windows media center which seller claimed worked however media center didn’t work had issues w/ playready.
Since it’s hardware can handle windows10 maybe I can clone the win10 OS on current PC an use in the Dell7010 in hope it’s older PCI ports will recognize my haugpage tuners?
When these Ebay sellers install there copy of windows do they assign the MOBO serial# so the SW will only work w/ the assigned MOBO?

edit: I don't mind purchasing newer PC but don't want to spend more than I need to for just a DVR to record TV programs. please recommend newer that I can get by w/.

Even though it it only I5 Gen 3 it should be OK for PVR you just need to sort out your PCIe issues. I am not sure how the even added an NVMe drive to something that old, maybe have a look with HWINFO64 to see what it says about the bare ports.

I'd try one of your cards in the Dell 7010 and see if it's recognised by the BIOS/Windows 7.
The 7010 has 1 PCIe Gen3 slot and 1 Gen2 slot.

If it is recognised, I'd look to install a fresh copy of Windows 10 (licences can be obtained quite cheaply). You should check if there are any specific drivers you need to download from Dell before committing to installing Windows 10. Trying to transfer a cloned OS from a different Dell model is likely to lead you into other problems.

Good news the Dell 7010 win7 recognizes  in BIOS the haugpage as multimedia image.

tuner module a tad bit long image

Bad news is windows media center won’t recognize haugpage.however it won’t play any of my media center recordings image

More bad news the cloned win10 won’t boot the Dell 7010.

I'd like to attempt to install win10 on the older Dell 7010 but unsure of how to obtain a fresh copy I don't have a license key.

So I’m planning to purchase the silicondust  an use w/ the newer Dell w/ working win10 an hope there tuners will work w/ both win10 an nextPVR.
hopefuly I can continue to use win10 even though it's being unsurported in OCt.

Sorry this is a NextPVR forum, so can't help you. Often companies like Dell have a permanent key in BIOS now but maybe run wmic path SoftwareLicensingService get OA3xOriginalProductKey and see.

OK I will try are you saying to type wmic path Software Licensing Service   Service  in start window?pls explain exactly how to check if this pc has the key.

when I type wmic path Software Licensing Service  a program comes up unknown how to open it?
or must this be done is DOS?

Steps to Use WMIC

Open Command Prompt:
Press the Windows key + R to open the Run dialog.
Type cmd and press Enter.

Enter the Command:
In the Command Prompt window, type the following command:

wmic path SoftwareLicensingService get OA3xOriginalProductKey

Press Enter.

View the Result:
If the product key is stored, it will be displayed. If it shows a blank field, it may indicate that your Windows installation is activated with a digital license, meaning no product key is stored locally.

 when I purchased it I had a choice of win7 or win10 so I'm assume the hardware is capable to handle win10.
I do know how to insert a disc an follow the promps.

Windows ISO can install from USB assuming your BIOS allows it.

Maybe go to a WMC support forum now since you are going to need there help anyway I am finishing off my support now.

Only reason I mentioned win7 media center was to convay the message that I cant even playback any recordings (I have many recordings) w/ w7mc I have use a 3rd party SW.
