How to get rid of the blue bars in full screen mode?

I can't figure out how to get rid of the windows bars at the top and bottom of the screen, and it is really ruining my viewing experience. Is there an option somewhere that will allow me to do this?

That was exactly what I was looking for. Thank you. My wife will now allow me to leave the computer hooked up to the TV lol. I figured it was something easy like that but I didn't know how to do it...
