Does anyone know of a custom controls library for Windows UI applications (not GB-PVR) which is free to use?

An example would be nice looking (3D-effect perhaps) rotary or slider style volume knobs. Virtual LEDs that 'light up' to show when the user has pressed a button. That sort of thing.
