No moving picture in Live TV mode

All I see is a still picture - no moving video.
am using Hauppauge PVR USB2

Its probably the video decoder you're using.

How would I determine which video decoder I am using and how do I choose the correct one.

You can select which decoder you want to use on the playback tab of the config app. If you only have 'system default' listed, then you will need to install an another decoder. They come with apps like PowerDVDm, WinDVD, or with the software included with capture cards.
