It seems like moving my system to HD Display is full of problems, connected my PVR though a Dvi to HDMI cable and set the resolution 1152 x 648 (orginall had 1280 x 720 but it expands lightly past my TV edges and I can't see the icons on the Taskbar or clock) Eveytime I go to watch in Live TV it crashes GB-PVR?

Here is what I get (see attachment)

Its not very descriptive. I can watch Live TV through VLC fine and GB-PVR will record, but play back has to be done outside since GB-PVR will crash on playback as well (same error)

This all seems to have started since I Installed my ATI Radeon 9800 Pro and switched to DVI as the Output to the TV.

Is there an error listed in the Windows Event Viewer for this time? If so, what does it say?

It seems to be dying in quartz.dll, which is one of the Microsoft Directshow components.

From your description of what caused this (using DVI -> HDCP cable and PC at 1152 x 648), I'm guessing its something more low level than GB-PVR has control over.

I'm guessing its one of the renderer components having problems, since these are closest to the display aspects. You could try switching between the available renderers to see if any behave differently. Overlay vs VMR9 vs VMR9 Custom all work quite different, and you might get lucky with choosing another one.
