Is there any other place to download the skin plugin besides the two sites that require you to pay a fee?

At the Megaupload site, you'll have to wait 45 sec. before yo can download. After 45 sec. the "free download" button appears. You don't need to sign up for the premium account.

Yes, both sites are free, you just have to wait a few seconds.
