Plugin to scrape TV Guide off of PBS stations

Why hasn't anyone written one of these? Do the PC TV Tuners not support this, or maybe some? I have a friend that has a PVR (not a PC, but can't remember the brand) and it scrapes the TV guide from our local PBS station.
