Good enough specs?

I'm going to be getting a 37" LCD 1080i, and I'm looking at Dell referbs for a system ($400)

W/ a decent video card (probably an 8600), would this be enough for a 1600 card or HD PVR to run full screen?

Inspiron Desktop 530 Mini-tower: Intel Core 2 Duo Processor E4600 (2MB L2 Cache,2.4GHz,800 FSB)
3 GB DDR2 NON-ECC SDRAM 667MHz (4 DIMMs)
500 GB SATA II Hard Drive (7200 RPM)

Also, how have people's HD PVR experiences been? The newegg reviews are good, but I see people putting a lot in the "cons" section.

Update: If you are in the market for a 37" LCD, Consumer Reports's 2nd pick in that category (Panasonic TC-37LZ85) is on sale at Best Buy for $750 (normally around $1,000). It's delivery only, but delivery is free.

The Panasonic TC-37LZ800 is their 1st pick, which has a glossy screen (pro, better picture, con, glare). That one I can't find in any store, and it's lowest price is $1,000+.
