Can you provide a little explanation on this flag.

the change note states
DVB EPG will now harvest listings for channels on other muxes if <DvbEpgHarvestOtherServices> is set to 'true' in config.xml

Broadcasters are able to transmit the DVB EPG for channels in the current frequency, or for channels on other frequencies. If you have it set to 'false' it'll only capture the listings for the channels on the current frequency. If you have it set to 'true' it'll capture all the listings it finds (whether the channels are on the current frequency or another frequency).
