Are you on a widescreen tv?
Take a look in the config app and see if your screen resolution is set properly (16x9 widescreen or 4x3)
Other then that you haven't really given much to go on. Maybe a little elaboration on your setup...

I have 2 monitors but not a tv. I have been in the config app and clicked on the ratio properties. It seems as the resolution is set beyond my monitors capablities. my XP resolution on both monitors is 1024x768 but from the looks of that picture the video seems to be set 3x more than my monitors compasity

What video decoder are you using? Have you tried other video decoders?
