I dont think it does, but you may find that the first access (whether from PVRX2.exe or GBPVRRecordingService.exe) ties up access to the reader, meaning its unavailable to the other. ie, after a reboot you might be able to record first, then live tv would fail. If thats the case, then your pretty much need to go with a card server, which is what most people do anyway with multidec (even outside of GB-PVR).
If its not that, then its likely some permissions problem.
Access to the reader used to be a problem as you described when I used a reader with an application program, but a genuine reader does not need that. The problem now is that the recording service does not see the need to decrypt, i.e. it considers encrypted channels to be FTA.

No it does not. The recording service loads mdapi and acamd but no decrypting takes place. Both pvrx2 and Config.exe works as they are supposed to, but not the recording service.
