What is the proper build procedure for distributing plugins that require new skins? Should a plugin distribute anything except Blue?

Also do plugins have their skins in the GBPVR distribution or is it only for Slick and Blue skins of sub's main functions?

You can develop ad distribute for any skin you like. sub only incudes the main plugin skins with the main distribution. Once a CS skin is created for a plugin, it's included with the CS distribution package (once it gets updated) so you really only need to worry about distributing for blue and slick (if you want). CS should be able to use the blue skin file until you or someone tweaks it.

I used to include the skin if I used it personally if it was other than blue.

Also depends how active the skin devs are, and if they use the plugin in question.

You can always distribute 3rd party skin files with a plugin. However, I would suggest you only do this if you plan on maintaining those 3rd party skin files when there is a change.

In the early days of CS, I have discouraged plugin authors from including CS skins due to the xml redesigns we went through in developing the structure. Now, the process is mature enough, it is not as much of a concern, as we have written in Blue compatibility.

From a skinners point of view it is really nice when plugin developers put something in their release notes when they do a new release that has skin changes so we know the skin has changed.

Good points all and certainly it's a lot better than having to figure out wide screen-retro-hv-slick and tie-died permutations there are. Blue only it shall be.

It didn't hurt that on the last two plugins I've had the help of Fatman_do and MixMan for the hard work on the blue skins for me either
