I found a .exe channel changing program on http://computersmithery.com/Channel.aspx (Please read the directions there for getting channel.exe to communicate with WinLIRC.)
It solved my problem of needing something to talk to WinLIRC via GBPVR, but I soon discovered my setup had a few issues where occasional digits would be lost. As a result, I've added logging and timeouts to the source code and have eliminated (worked around) the problem.
channel_2.1.3.zip contains the updated source code (written in VB).
channel_2.1.3.exe.zip contains just channel.exe, which is what most people probably want.
