editing mpeg recordings

Just curious what people use to edit out scenes (like commercials)... any free software that would allow someone to edit and extract scenes and save it as a smaller mpeg file?

I have this complicated process now, that doesn't allow me to save it into an mpeg

I used to use either TMPGEnc (free) or MPG-VCR (free)
Now I just use DVD Author since I just put it on the DVD.
