Weather2 in non-development

With GBPVR PVRX2 application being shelved for NPVR, I am putting Weather2 into a "non-development" state.

This means that I will not be adding an new features/enhancements to the plugin in the future. If a bug would appear that breaks the current build, I will fix it at my earliest convenience.

Thanks scb. This is a big factor for the wife. She loves having this feature so she can check on the weather at any time.
