How to open, read, edit and/or view the NPVR.DB3 file?

I know this sounds simple, but of the many posts I've read, I've not found a method or procedure to read the NPVR.db3 file. I tried my MSACCESS 2010 program and it couldn't recognize it. Can I set it to read the file somehow? Or is there other some other SQL program/editor that I can use instead?

It's a sqlite database file. There is lots of different programs that can view these files. SQLiteSpy, SQLite Manager, SQLite Analyzer, etc.

My favourite is the SQLite manager extension for Firefox. Always to hand, and works well too.
