I have one PC that for some reason just fast scans the tuner devices and doesn't find anything. Yes, I've been down this road before and fixed the problem on others using the documented resolution for that. It doesn't seem to work on this PC. Rather than spend time on figuring it out, I exported channels from a working PC and imported to the non-working PC as I've done in the past. (The channel refresh is due to the fact that new channels have become available.)
The imported list does not match the list on the exporting PC.
The first channel was completely missing. I looked closer and found all the channel numbers are wrong.
4.1 missing.
4.2 was 1
4.3 was 2
6.1 was 3
6.2 was 4
etc.
I tried editing the exported XML so that the <NUMBER>4</NUMBER> that appeared on all 3 of the first channels were 4.1, 4.2 and 4.3 respectively. I edited the following channels similarly. An import gave the error "Unexpected error importing channels. Input string was not in the correct format."
