Kodi Skip Steps Not Working

I've been a Kodi user for a while. Android phone, Android TV, Win 10 Desktop, Win 10 Laptop, Amazon Firestick, etc.

All devices are running the same build of Kodi (latest Jarvis release) and work fine when using the skip step functionality, except for my Win 10 Laptop. The skip steps display on the screen and progression is correct based on number of times I click on the right or left arrow, but the video stream never changes position. Fast forward functionality works fine, but this is just an issue with the skip step functionality.

For example, I start a stream and at the 30 minute mark I want to skip to 45 minutes. I hit the arrow to get to 45 minutes, the skip step times appear in the top right corner, and then the video stays at the 30 minute mark.

Does anyone else have this issue? I'm thinking it's a hardware issue on my end considering it works on every other device I own except for my Win 10 laptop.

Any help would be appreciated. Thanks.

A shot in the dark ... is Kodi using the same decoders on Windows devices that do as you wish and on Windows devices that do not? I suspect that the answer is yes, and this is a red herring, because that is the way that Kodi is put together.

That's the kind of information I'm trying to figure out. Where can I check that information across devices? Can I just change decoders on the device that is not working to a decoder that is fully compatible?

Kodi has built in decoding that vary by platform, OS, chipset and graphics card. Assuming you have a capable laptop check to make sure you all your Win 10 Video and Audio playback options are the same. Deinterlacing and acceleration choices all play a part. Also, if your laptop is on wifi see if it works better on wired.
