The PVR addons are usually included in with the Kodi build rather than a separate download. I've never seen them supplied separately. If they're missing, I'd try looking for a different Kodi build.

There aren't THAT many Kodi builds for ARM...

Are you kidding? Android devices are typically ARM architecture and many devices have their own own non-Android ARM Linux builds. Raspberry Pi, ODROID, Pivos, Wetek, QNAP, Cubox quickly come to mind. Basically it is a question for the people that create the ARM distro for the device you use.
Note there are many custom builds of Kodi out there on ARM boxes that are vendor built and non-GPL so you don't get support with these ones.
