Service and GUI don't start on Windows 10 Fall creators update (1709)

Everything worked well up until today when I updated to Windows 10 1709. Now the NPVR service doesn't start and the GUI immediately exits after opening. I have tried removing and installing NextPVR 4.0.4 which had no effect. Below is some info that might help:

I managed to fix this. The problem was C:\Users\Public\NPVR was inaccessible and it persisted through uninstall, install. After uninstalling and removing the directory the installer created a working directory. Then I linked it to my original config directory.

My Fall Creator's update went smoothly. Do you use Windows Defender and if so do you have folder access protection enabled? I was thinking that this new feature might cause some issues.

The only issue I had was the traditional breaking of the web access (as seems to happen on all big updates), which is fixed by doing another run of the installer.

Someone posted in the Silicon forums that their DRM content would not play back. So, there's obviously a number of problems that have cropped up. I'm going to hold off, as I usually do, until the little bugs are fixed.
I updated my office computer this morning and it's running slow. It's a pretty fast box so I'm not sure why. It's a pretty big update.

The service and on host GUI come up fine initially for me, but the play/recording of any shows is not working as playing anything is not working (choppy -- i.e. 5-10 second delays, pixelated, and no volume). After about 2 or 3 minutes of playing like this the on host program eventually closes itself. I can play normally within the Hauppauge WinTV app.

Log attached.

Windows Application Log also shows 1000 Event ID, with info as:

Did you get it working with the Fall update eventually? My PC upgraded today - I don't remember being asked - and now NPVR has gone to hell in a hand-basket!
I seem to have two of everything - NPVR & NPVR1, Reregister filters & Register filters 1 etc etc
And almost nothing works! Starting NPVR from either of the now two tray icons does nothing. Reregister filters generates one error after another for each filter. The GUI does open and the TV guide is populated, but no TV channel plays due to 'unable to communicate with recording service. Stopping / starting NPVR service does not work. I also get the same error messages as tvfiend above.
I checked C:\Users\Public\NPVR and it is accessible and seems all in order. I don't have folder access protection enabled...
I guess I will try a reinstall of NPVR, though not sure why as all other programs seem OK after the Windows update. Just wondered how others had sorted it. Logs attached.

I don't know why you only sent partial logs but I checked a recent post of yours where you ahd an installation in NRecord.log for

2017-11-22 17:56:50.401 [INFO][4] Setting working directory to: D:\Program Files (x86)\NPVR\

and now it is running from the C Drive.

I don't think this is a Windows problem,

I also got the latest update a couple of days ago. I did notice it reset the recording service to automatic which is not the setting that works for me (delayed automatic and all three recovery settings changed to restart). Local recordings have also become problematic.
