GoogleX Skin?

Has any one looked at the icon dispaly format that a google developer put out on the net but was quickly taken down.
Can be seen at various locations look for googlex
i.e

Any way I think this format could make a good skin.
No text is displayed until you mouse over or select then the icon increases in size to indicated that is the one you are on.

Any one else interested in seeing or creating this as a GBPVR skin?

Unfortunately, I don't think mouseover works in XML.
Icon size changes are easy, as is text display.
