Cant watch live TV

When trying to watch any form of live TV in GBPVR, i get the error message
"No connection could made because the target machine actively refused it"
What does that mean?

That typically means either the recording service isnt running, or a firewall is getting in the way of communication.

The recording servoce is running, and this is on the local mahine, so could the firewall be the problem. This just started happening after about 1 week of usage of .96.16
