wintv is a bit different than all the other apps, because it doesnt use the standard directshow interfaces for tuning. They use their own private interfaces for lots of this stuff, which gives them more control, and probably does things a slightly different way. I suspect you'd see the same behaviour in any directshow app.

You shouldnt need to tweak registry settings or anything like that.
