TV distortion

There is a a thin line of "distortion" at the top of the screen when viewing Live TV or Recorded TV. It's there in full screen and windowed mode. It isn't there on my regular TV, just my computer. It is like the top edge of the picture is ridged or rippling. That's the best I can describe it.

I am using a WINTV-PVR-USB2.

It is a part of the stream that is not meant to be seen. If you are in the states, that's the part of the stream where closed captions data is sent, and in europe/other places teletext data is sent there. "Normal" TV are set to use overscan, which means that not all of the image is seen...
