Live TV Channel Changing Inconsistent

When I hit the plus and minus signs to change the channel, sometimes the + goes down and the - goes up. Or sometimes they just go back and forth between two of the same channels.

Try to find the pattern, then describe that pattern to me. Even though its hard to see, I'm sure there is some pattern to it.
