Yes, you can use it as a capture device with GB-PVR. GB-PVR dropped support for using the PVR350 tv out feature well over two years ago though.

I have a PVR350 and watching tv on my pc works fine. However, I do not seem to get tv out to work. My tv gives me the vertical collored bars. How do configure this correctly?

As I said above, GB-PVR stopped supporting the TV out feature of the PVR350 over two years ago. Sorry.

Try getting it working with the Hauppauge application. That might set the regsitry key and if it stays set, might continue to work in GBPVR. Note that if you get it working in live tv, when you switch to something else in GBPVR (like DVD or recorded tv) it might display the colored bars again. It can follow the desired source in the Hauppauge software, but not in other applications.
