TV Out screen tearing

I'm using an S-video out on my card to an SD TV set. I'm am getting tearing around the middle of the screen, but only during fast scenes and only localized to the fast area (but always near the middle vertically.)

I'm using an AGP 4x ATI 9600 pro, with EVR.

I seem to recall getting the same problem with my 9600pro and EVR.
I use VMR9 custom instead.
