Trying to resolve an issue at thread:
1.2.13 Problem after hibernate vmor9 video renderer error

It seems that when "Config/Playback/PVRX2.exe Video Renderer/Video Renderer" is set to "VMR9 Fullscreen Exclusive" that PVRX2 does not obey the config.xml tag <RestartAfterPowerup>false</RestartAfterPowerup>. It restarts anyway causing the error described in the above thread.

Is this by design or is it a bug?

VMR9 Custom does not have this problem.
