It appears that what's happening is GBPVR is using an Arcsoft codec, which checks an Arcsoft executable, which checks for the .dll and throws the error. If he knows which app originally installed the Arcsoft codec, I'd reinstall that app. There are many apps that could have installed it, and once installed, it will show up in GBPVR, or it could have the highest filter merit and be chosen by default if he's set to System Default. Alternatively, he can try to use another codec, or install another version of the Arcsoft codec. Does Hauppauge install any Arcsoft stuff? Since I've never seen this error before, I'm inclined to think he's got some relatively uncommon app installed.
