Blue Screen & Static sound

I just set up GBPVR with all my settings again after a reinstall of my OS. I am trying to get everything working again, but I keep getting a blue screen with a static sound whenever I try to watch live TV.
I have a Hauppauge HVR2250 (I'm pretty sure). I installed the drivers.
I don't have internet on that computer, so I have to import XMLTV listings from the one I'm on now.

Is there a setting I'm missing that will make it work?

Ok. I installed the WinTV (I only had the drivers before). And it doesn't play in it.
It won't find the channels in WinTV. And Media Center gives some error and says to restart, even though I have many times.
I used a program to import the listings into Media Center, if that helps at all. I don't have internet on that computer right now.
I already checked the signal with a TV, and it works.

Do you think the TV Tuner might have come loose or something? I'll ask my dad to help check it out.
I have no idea what else could be the problem.
