It won't import if the recording is already listed as "failed", you'll have to remove it from the database first (without deleting the recording file itself).

be careful - when you delete a failed recording from the Recordings screen, NPVR will look for and delete any associated recording files on the assumption that they are zero-length.

you'd need to move or rename the recording file, then delete it from recordings, then import it using vidimport.
