where does the frequency information for each country come from?

I am rather curious, how do you obtain the information that goes into each .ini file contained in the folder c:\Documents and Settings\All Users\Application Data\NPVR\Tuning\DVB-T?

It was originally generated from Hauppauge's tuning information in WinTV, and has only been updated since if user's have supplied updates for their region.
