I thought the NPVR.log would be useful, so here it is after I added the registry editor, and installed a few drivers. Is the error "Failed to create IDVBTLocator" is the key, any suggestions?

Yes, that error is the key.
Basically a standard Windows component called the 'IDVBTLocator' does not seem to be available on your machine, so tuning fails. You'll find all applications that use the BDA drivers will fail to do DVB-T on your machine.
Unfortunately I'm not really sure how to fix this, short of reinstalling Windows.
I bought a HP microserver, a HD 5450 graphics card and an old creative USB sound card. It now works, but I'm having another problem with the XBMC plugin. But that's another post. Thank you all for your help, but at the end of the day NextPVR is designed to run on a windows workstation, not a server. Once I obeyed the rules it worked.
Oh and no divorce, the microserver cost £70 after cash back!

More precisely, Windows Server is not designed to run TV tuning software (that requires the Microsoft BDA subsystem). Glad you got it sorted out without a divorce though.
