Here is what worked for me. It might even work again if Windows Update decides to replace the driver again in the future.
Configure Windows to not automatically download and install drivers. See previous posts for instructions.
Install the new drivers from the Treiber2.zip file (run Setup.exe) on this page: http://www.ukwtv.de/cms/downloads-as...eas-gsinn.html
In Device Manager, Under Sound Video & Game Controllers, uninstall Realtek 2832U Device and tick the box to uninstall the driver as well.
Be quick and copy files RTL2832U_IRHID.sys, RTL2832UBDA.sys, RTL2832UUSB.sys from C:\Program Files (x86)\Realtek\REALTEK DTV USB DEVICE\Driver to C:\Windows\System32\drivers
You will need admin access to overwrite the files. If you get a message saying the files are in use, that's because Windows has already reinstalled the device. Remove it again and repeat the file copy.
Once you are finished copying the files to the C:\Windows\System32\drivers folder, watch Device Manager and you should see Windows detected the device again, except this time with the new driver.
A few moments later, check the device properties again and you will see Windows has replaced the new driver with the 2009 version. That's expected. At this point, click the Roll Back Driver button (this button should not be grayed out). Windows will revert the driver to some crazy 2006 version. Hit OK and moments later you will be asked to reboot. Do it.
Now you will do what pyroyd did:
In Device Manager, Under Sound Video & Game Controllers, Right click the Realtek 2832U Device then click "Update Driver Software",
Click "Browse My Computer for Driver Software",
Click "Let me pick from a list of device drivers on my computer".
A 2012 Realtek 2832U driver should be on the list if you have previously installed the correct Realtek driver package.
Select the Realtek 2012 driver, click Next to install the driver.
Reboot and check the device properties again. It should remain the same.
The dongle then works and the 2012 driver remains installed.

If you move the dongle to another USB port, you will need to repeat the process. It works.
Just be patient until Windows reverts the driver back to the 2009 version, at which point the Roll Back Driver button will be available. It will be grayed out otherwise.
