Here's what I've found after some experimentation with hardware and config, for the suburb of Abbotsford in Melbourne, Australia:

1. Better Cables helped - I replaced my aerial cables, which go from the coax aerial point in the wall (I'm renting the apartment). Previously had 2 male/female adapters and a very long (approx. 4 metres) aerial cable which I think was unshielded, just because that is all I had handy. Replaced with a Dick Smith, high quality cable; RG6 quad shielded, ferrite core filter, and only 1.5m metres long from coax wall point to HD HomeRun HDHR4-2DT. Signal strength increased in the HD HomeRun View app (shows strength as a bar under the channels) from 10% to 50% more. So a good start.

2. Tweaks Device Setup (Region) - First replacing cables above, then looked at HD HomeRun View and my Sony TV and my PS3 with PlayTV. All of these scanned exactly 34 stations (including audio/HD radio channels). All of these also had pretty rock solid picture with breakup, and using the same wall coax aerial points in the apartment (rented not owned). So I changed the Device Setup, to do:
- Country: Australia and Region: All Regions Previously I was using a region of Melbourne, as Abbotsford does not have it's own region, but I am in a Melbourne suburb and only 2kms from the centre of Melbourne.
- Scan Offsets selected
By scanning 'All Regions' it obviously scans many more frequencies, takes much longer, but then SUCCESS; 34 stations all found !

I think it was the 'All Regions' as I scanned for Melbourne region with scan offsets selected previously and got no stations. IS it possible that the data for frequencies in the Melbourne region is incorrect ? Where does this frequency data come from ? Anyway the fix is to select Australia/All Regions for the Device Setup channel scan.

After that did tweak some of the NPVR Decoder settings, updated the EPG and it all pretty much worked in NPVR. After that Kodi setup was easy.

Yep, absolutely possible. One of the first things I usually advise DVB-T users to try is a scan all regions if they have a problem. Another user supplied this tuning ini file a few years back.

If you want to update file the c:\users\public\npvr\tuning\dvb-t, I'll include it in future releases.

Hi Sub,

Looks like the \tuning directory has all of the regions as II files with their frequencies to scan. The \tuning\dvb-t\Melbourne.ini only has a few frequencies.

What file(s) do you need from my system to update the Melbourne.ini file for the next release ?

The file format is pretty basic. If you can find the correct frequencies for your region, and update the Melbourne.ini, then post the updated.ini, I'll include it in the next release.

This appears to be way off the frequencies that appear when channels are found in Devices/Device Setup I get. Not sure of all the parameters after the ','s, so I've had a go. Looks like these old frequencies may have been analogue before chnage to digital TV. Also seems some of the other Regions like Ballarat, which is a distant regional centre, have been updated to the digital frequencies.

So I have includes a new Melbourne.ini file containing the following. Should scan and find the current 34 Melbourne channels (including the radio channels):

2=Melbourne

[DVB]
0=6
1=1,613500,0,0,7
2=2,620500,0,0,7
3=3,634500,0,0,7

Thanks yes, it looks like the Melbourne file is one of the few that hadn't been updated. It still has the old frequencies from before Australia's big frequency reshuffle a couple of years back.
