AspectRatio settings in config.xml

Just a quick and (hopefully) simple question: what do each of the four numbers in the AspectRatio settings in config.xml mean, i.e. what is the syntax of that setting? e.g.
<AspectRatio2>0,0.125,1,0.875</AspectRatio2>

x1,y1,x2,y2

0 is one side of the screen, 1 is the other.

If I wanted to force a 16:9 aspect (or any other), what would I change it to?
I would then letterbox it during re-encoding for 4:3 TV, but it should look normal on my widescreen, no?
