Yes, this is definately a TV-out problem on the Nivdia card, and many people have reported similiar problems in other threads. It appears to be a Forceware bug.
Make sure you are running the latest Forceware drivers.
In the Forceware configuration make the TV the primay display (and apply), and below the TV icon there is a drop-down menu and select 'Device Settings'. This should open the TV-out device settings window. On the bottom right, click the button to restore/default the settings. If that does not work, some people have reported that adjusting the anti-flicker slider will suddenly correct the problem. I have had this happen to me a couple of times and found that it auto-corrected by repeatly adjusting the anti-flicker, colour, and the restore button untill it auto-corrected itself.
