Good usb device for a laptop?

I am interested in getting into this program and want to buy a tuner device for my laptop, what could you all suggest that is both functional and relatively cheap (maybe $50 or less?) any suggestions would be helpful. also, what exactly would I need to do to get it all running?

I run GBPVR of a laptop: T42, 1GB mem, 60GB HD. The Tuner is the Hauppauge WinTV USB PVR2.

All works well, except since I moved to a plasma using its native resolution, and use the lappy poor on-board ATI Radeon Mobility 7500 (only 16MB!!), then I get some image tearing in fast lateral movements. Not noticed by the WIFE (not tuner related, but may be laptop related...)

And if I want to be picky, I can also complain about the remote of that tuner, and I know some other people complained. it's not always smooth working. but not a biggy. image is good, good channel pickup (usually better reception than the older TV tuner).

* IBM Thinkpad T42 / 1GB Mem / Centrino 1.6Ghz / 60GB HD / ATI Mobility Radeon 7500 + VGA/DVI out
* MCE Remote + Keyboard
* Win XP SP2 / GBPVR [Latest version. always]
* Pioneer HDTV via VGA (1360x768)
* MS Remote Keyboard
* Logitech Harmony 880 [via MS Remote Control Reciever]

thank you for the advice, one more question, if i were to buy this usb device, would it also work well on a desktop pc? i am plainning on eventually building a desktop, is this usb device just as good as something like the PVR-150 or PVR-500?

As I have only a lappy for the PVR, I only know this one. From what I remember, this device is almost identical to the PVR-150, but I don't have any experience to compare.
